Terms and Conditions for eMoney’s Wallet Customer:

The eMoney terms and condition which is an integral part of eMoney service Agreement (hereinafter referred as to “Agreement”) sets out the rights and duties of E-MONEY PAYMENT SOLUTIONS PLC. (hereinafter referred as to “eMoney”) and the Customer in relation to eMoney service.

  1. Definition

    “eMoney” is a band name (Trade Mark) of E-MONEY PAYMNET SOLUTIONS PLC.

    “eMoney”, “We” and “Us” means E-MONEY PAYMENT SOLUTIONS PLC.

    “Customer” means every person whose name in an eMoney account is registered in connection with the use of eMoney services.

    “Recipient” means every person who entitles to receive money from the customer by using the eMoney service.

    “Agent” means personnel or an entity registered with and approved by E-MONEY PAYMENT SOLUTIONS Plc under the law of Kingdom of Cambodia, who has full functions of undertaking eMoney services under Scope of Agent’s operations to Customer (end users).

    “Idle Account”: Account that doesn’t have any transaction on changing balance continuously within six (06) months or more.

    “Dormant Account”: Account that doesn’t have any transaction on changing balance continuously from more than 12 months.

    “Freezing Account” refer to amount which locked for any transaction because of uncertified about the purpose of receiving, and got request from Sender to cancel, while cannot contact to receiver to confirm about it.

    “eMoney Services”: refer to the payment services of the Company allowing customers to conduct the financial transactions (including but not limited to money transfer, bill payment, top-up,…) on the POS, mobile phones, ATM,….

    “eMoney Balance” or “eWallet Balance”: means your available balance of funds recorded on eMoney’s systems.

    “eMoney Account” or “eMoney Account Number”: means the 13-digits number issued by eMoney and register on eMoney system. Each eMoney Account Number will be match to mobile phone number that you use to register eMoney Account.

    “Phone number account” is a number that customer use for register eMoney account.

    “Basic account” is an account that register but not yet verify the information. With basic account, customer can use any services of eMoney, but total spend not over 300$/days for 1,200,000 Riels/day.

    “Gold account” is an account that already verify the information and KYC. With gold account, customer can use any services of eMoney, and total spend not over $10,000/days or 40 Million Riels/day.

    “eMoney service agreement” means the agreement which is binding eMoney and Customer who acquire the eMoney service.

    “eMoney PIN” means the Personal Identification Number chosen by the Customer.

    “Private code” is the secret code send to sender (sender inform to recipient) to withdraw cash from the eMoney Agent.

    “Funds management” means activity to manage the private code safety, securely together to ensure the fund to pay for sender or receiver when they’ve a request.

    “Transaction rollback” is an action of return the fund to wallet, for transaction transfer from wallet to non-wallet or cash out after 30 days of transaction date.

    “Transaction rollback fee” in a fee that we will deduct when fund was return.

    “Call Centre” means the eMoney Customer Care Centre.

    “You” and “your” means the customers of the eMoney Payment Services.

    “AML” means anti-money laundering as defined by the National Bank of Cambodia (“NBC”) and the Prakas on Anti-Money Laundering and Combating of Financing Terrorism.

    “CFT” means combating of financial terrorism as defined by the NBC and the Prakas on Anti-Money Laundering and Combating of Financing Terrorism.

  2. What are eMoney Payment Services?

    eMoney Payment Services are mobile phone enabled payment services offered by E-MONEY which allow you to carry out transfers, deposits, withdrawals, bill payments, mobile airtime top up, account balance enquiries and other enquires and transactions within Cambodia

  3. How do these Terms and Conditions apply?

    These Terms and Conditions govern the operation of the eMoney Payment Services. It is important that you read and understand these Terms and Conditions. Please contact eMoney if you do not understand, or are unsure about any aspect of these Terms and Conditions.

  4. When do these Terms and Conditions take effect?

    When you first access your eMoney Account, you will be required to accept these Terms and Conditions, following these Terms and Conditions will constitute a legally binding agreement between you and us.

  5. Eligibility for Register eWallet

    You may subscribe for the eMoney Payment Services if:

    1. you are:


      • an individual over eighteen years of age; or

      • an individual under eighteen years of age and you have provided eMoney with proof of consent from your legal guardian permitting you to subscribe for the eMoney Payment Services;

    2. you meet eMoney’s customer identification and verification requirements

  6. Authority

    You acknowledged and agreed that use of the eMoney Payment Services, together with your Phone Number Account as the case may be depending on the transaction in question provides sufficient authority for us to process transactions on your Phone Number Account. We may act on this authority and will not be liable for any Loss suffered by you resulting from us acting on this authority and we are not required to make further enquiries.

  7. Fees and Charges

    eMoney may charge fees and charges for your use of the eMoney Payment Services and eMoney Agents may charge fees and charges in connection with eMoney Payment Services they facilitate. Details of such fees and charges will be provided to you on registration and are available at eMoney website www.emoney.com.kh. These fees and charges may include government taxes and charges as applicable. You agreed to pay these fees and charges and agreed that eMoney may deduct these fees and charges directly from your eMoney Balance.

  8. Transaction’s rollback fee

    Normally, all remittance that using from wallet to non-wallet or cash out after 30days that transaction will be expired. So, for that transactions, eMoney shall return the fund to account’s Sender after expiry of the security Code. eMoney reserves the rights to charge a transaction dishonor fee of US$1 upon returning the transaction rollback. E.g.: One transaction had remittance fund 100$ on 10-Oct-2020 till 9-Nov-2020 you can cash out as normal but in case after 9-Nov-2020 funds will return to your account on 10-Nov-2020 but E-MONEY will deduct 1$ for transaction rollback charge from funds amounts, so you will get only 99$.

  9. Interest

    No interest will be paid to you on the eMoney Account.

  10. Operation and Details of the eMoney Payment Services


      1. Customer can use eMoney Services to do transaction such

        Payment, Transfer, … via:

        1. USSD: *1568# then follow the Menu (Apply for Metfone Subscribers only).

        2. eMoney Application: customer can download eMoney App on Play Store or App Store to using eMoney services.


      2. Information about your funds

        You may:

        1. Check the current balance of your funds recorded in your E-MONEY Account by using your E-MONEY’s App; or

        2. USSD: *1568# (apply for Metfone subscribers only).

        You may also contact the eMoney Call Centre (0236 868 868 or 1568) to receive information about your funds verbally.

        The balance recorded in your eMoney Account will be the current balance as at the time you make the enquiry. However, there may be circumstances, for example, systems failures and technical difficulties, which mean that your eMoney Account balance information is not reported on a real time basis.


      3. Idle Account & Dormant Account

    If your account doesn’t have any transactions on changing balance continuously within three (03) months to twelve (12), your account will be considered as an “Idle Account”. In this case, your account still can do any transaction normally and eMoney shall charge $0.25 in USD wallet and 1,000 Riel in KHR wallet for maintenance account fees.

    If you don’t have any transaction on changing balance continuously within six (06) months or more, your account will be considered as “Idle Account”. In this case, eMoney may charge maintenance fee $0.25 per/months. And after this period, your account still can do any transaction normally. After IDLE status, and your account still don’t have any transaction on changing balance continuously from more than 06 (six) months (Total 12 twelve months from the last changing balance transaction). Your account will be considered as “Dormant Account”. And your account will cannot do any transaction. If you want make transaction again, then you need to call to Call Center (0236 868 868 or 1568).

    The credit balances of customer accounts that have been dormant for 10 consecutive years shall be transferred to the National Bank of Cambodia (NBC) at the request of NBC.

  11. Processing Instructions and Limits

    eMoney is under no obligation to accept any instructions (including instructions in relation to transfers, withdrawals and other transactions relating to your eMoney Account) and may, in its absolute discretion, accept or act on (or decline to accept or act on) any instruction. eMoney is not required to, and does not, check that the details provided by you and/or received by eMoney are correct. eMoney is not responsible for any inaccuracy in instructions given by you and/or received by eMoney and eMoney is not liable to you for any Loss suffered by you arising from such inaccuracy in instructions. eMoney reserves the rights to pay transactions presented for payment in any order that eMoney chooses. Where the transactions presented for payment exceed the balance recorded in your eMoney Account, such instruction will not be acted upon by eMoney. eMoney will not partially pay a payment. An instruction given by you through using the eMoney Payment Services cannot be cancelled, altered or changed.

    Generally, all value transactions made via the eMoney Payment Services (for example a withdrawal, deposit or transfer) will be processed in real time, and will be issued with an electronic receipt by eMoney via Short Message Service (SMS) or Notification. However, there may be circumstances which mean that your eMoney Account balance information is not reported, and/or receipts may not be issued by SMS, on a real time basis.

    If you conduct a transaction at an eMoney Agent, you also have the rights to ask the eMoney Agents for a written receipt. It is your responsibility to retain this transaction receipt with other details for any future reference.

    eMoney may also impose limits on the amount of funds that will be made available for certain transactions conducted through the eMoney Payment Services, or limits on the total amount of funds that may be deposited by you over any specified period of time. Details of these limits are specified in your eMoney and may be amended from time to time by eMoney.

  12. Your Relationship with eMoney

    Your Funds will be deposited by eMoney into your eMoney Account. eMoney will recognize you as a customer having a deposit with eMoney equal to the balance of your eMoney Account. However, you have no legal or beneficial interest in your Account and only eMoney may issue instruction relation to your Account, including in relation to transfers, deposits, withdrawals, account balance enquiries and other enquires and transactions on your Account. eMoney will guarantee and pay to you the balance of your eMoney Account if eMoney becomes insolvent, to the extent that your claim is satisfied from the proceeds of liquidation.

  13. Privacy Policy

    Customer must ensure that private code is not known by third party. In case if private code were known by third and cash out eMoney is not responsible on this.

    eMoney is collecting your personal information, instructions and transaction details on your eMoney Account (collectively referred to as “Information”) to enable eMoney to provide the eMoney Payment Services to you. Without this Information, eMoney may not be able to provide you with such services. By subscribing and utilizing the eMoney Payment Services, you agree that eMoney may use and disclose your Information to:

    1. any service provider engaged by eMoney to carry out or assist its functions and activities;

    2. to eMoney’s agents, contractors, advisers and to other persons authorized or required by law to disclose Information to;

    3. to eMoney’s parent company and subsidiaries for internal administrative and operational purposes or to any service providers engaged by them;

    4. the Bank to enable the Bank to hold your funds and carry out its banking operations;

    5. the Bank’s parent company or subsidiaries for internal administrative and operational purposes or to any service providers engaged by them.

    You authorize these people to have access to your Information to the extent permitted above. eMoney and the Bank may also use your Information to help them plan, research, market and promote their products and services.

  14. Anti-Money Laundering and Sanctions

    You agreed that eMoney may delay, block or refuse to process any transaction without incurring any liability if eMoney suspects that:

    1. the transaction may breach any law in Cambodia or any other country; or

    2. the transaction may directly or indirectly involve the proceeds of, or be applied for the purposes of, unlawful conduct. You agreed to provide all information to eMoney which eMoney reasonably requires in order to manage money-laundering or terrorism financing risk or to comply with any laws in Cambodia or any other country and you agreed that eMoney may disclose any information concerning you, your transactions and your eMoney Account to the Bank in which your funds are deposited, any law enforcement, regulatory agency or court where required by any such law, in Cambodia or elsewhere. You declare and undertake to eMoney that the acceptance and/or payment of money by eMoney in accordance with your instructions will not breach any laws in Cambodia or any other country.

    3. You agreed to support and provide all information and to eMoney to manage on AML risk and comply with the Cambodia Laws and Regulations that eMoney might be disclose any information concerning and transaction with regulatory, court, where required by any such law, in Cambodia or elsewhere.

    4. You declare and undertake to eMoney that the acceptance and/or payment of money by eMoney in accordance with your instructions will not breach any laws in Cambodia or any other country.

  15. Security


      1. Cancellation of Account or Electronic Access


        1. By You

          You may terminate your access to the eMoney Payment Services (which includes the closure of your eMoney Account) at any time by giving written notice to eMoney or by contacting eMoney’s Call Centre (0236 868 868 or 1568).


        2. By eMoney

          If there is a zero (0) balance recorded on your eMoney Account, and you have not utilized the eMoney Payment Services continuously for 12 (twelve)months, then eMoney may, at its discretion, suspend or terminate your access to the eMoney Payment Services and close your eMoney Account. eMoney may also exercise its discretion to suspend or terminate your access to the eMoney Payment Services and close your eMoney Account for whatever reason including but not limited to, unsatisfactory conduct or where required by law or for any other reason eMoney considers appropriate. In the event that eMoney exercises its rights contemplated in this clause, eMoney will promptly inform you but need not notify you in advance and eMoney shall not be responsible or liable for any Loss which you may suffer as a result.

          If you have been registering a wallet by eMoney, eMoney may cancel or limit your wallet, or electronic access through authorized ATMs without prior notice and without any liability if:

          1. eMoney suspects that use of your wallet, or electronic access may cause Loss to you or to eMoney;

          2. eMoney suspects you of being fraudulent or engaging in inappropriate behavior;

          3. Your eMoney Account which the wallet may access has been closed;

          4. eMoney’s systems or equipment malfunctions or are otherwise unavailable for use;

          5. eMoney believes that the security of your electronic access or eMoney’s systems and equipment may have been compromised; or

          6. eMoney is required to do so by law.


        3. What happens if Termination occurs

          If your access to the E-MONEY Payment Services has been terminated (including as a result of the closure of your E-MONEY Account), E-MONEY will arrange payment of the balance of funds recorded on your E-MONEY Account at the closing date to you at the address shown in

          its records. In the event that E-MONEY is unable to contact you at your address shown in its records to arrange payment, E-MONEY will use reasonable endeavors to arrange payment to you by other means.


      2. Protect PIN and Private code

        You must be responsibility for keeping your PIN and Private Code confidential and shall notify E-MONEY immediately upon learning of any unauthorized use of its PIN and Private Code. You will be liable for any Loss suffered by you resulting from your failure to do so.


      3. eMoney CARD

    If you have been issued with Card by eMoney, then you must also keep your Card and security code confidential and secure. You will be liable for any Loss suffered by you resulting from your failure to do so.

    You must:

    1. In case your card is stolen, lost, damaged, please come to renew the card with our eMoney premise.

    2. Not let anyone use your eMoney Card Number and PIN.

    3. Not allow any other person to see you entering your account number and pin at all the time

    4. Not use Phone Device which is jailbreak or root device with eMoney App.

  16. Liability

    You are liable for all transactions conducted when you utilize the eMoney Payment Services, except where there has been fraud or negligence by eMoney, its employees, or agents or any mobile network operators which have registered with eMoney.

  17. Discrepancies / Errors, Questions and Complaints

    Please contact eMoney’s Contact Centre (0236 868 868 or 1568) if you believe that a discrepancy or error has occurred in any transaction, or if you have any questions or complaints.

    To assist with eMoney’s investigations, you will need to provide the following information:

    1. your name and phone number which use to register eMoney Account;

    2. details of the transaction in question; and

    3. the amount of the suspected error or disputed transaction. eMoney will not be responsible for any Loss suffered by you if you do not request eMoney to dispute the transaction within 30 days.

  18. Notices and Changes to Fees and Charges, Terms and Conditions

    eMoney may change these Terms and Conditions, and Fees and Charges at any time. eMoney will give you at least 30 days’ notice of any change before it takes effect by:

    1. Notice displayed on eMoney’s website at www.emoney.com.kh or by advertisement in major daily or national newspapers; or

    2. Contacting you on your mobile phone via SMS notification or electronic notices generated within the eMoney menu system. eMoney may also use the methods outlined above as a means of providing you notices.

  19. Change in Details

    You must notify eMoney immediately if there is any change in your personal details which you have previously provided to eMoney for the purposes of subscribing to and utilizing the eMoney Payment Services. eMoney will not be responsible or liable for any errors or Losses suffered by you associated with the changes where eMoney has not received prior notice.

  20. Disruption to Service

    You agreed that eMoney will not be liable for any Loss suffered by you where the service is temporarily unavailable or where a system or equipment fails to function in a normal or satisfactory manner, regardless of how this may have been caused.

  21. Currency

    You agreed to use eMoney’s nominated exchange rates whenever you transact in a currency other than your nominated currency.

  22. Amounts Owing

    You agreed that eMoney may deduct from the eMoney Account any amount you owe to eMoney.

  23. Indemnity

    You agreed to indemnify eMoney against any Loss that eMoney may suffer arising directly or indirectly because you:

    1. Did not observe your obligations under these Terms and Conditions; or

    2. Acted negligently or fraudulently in connection with your use of the eMoney Payment Services, including your access and operation of your eMoney Account. You voluntarily agreed to assume the risk of all Losses for which you are or may be liable under these Terms and Conditions.

    You authorize Company to deduct or add to the balance standing in your existing eMoney account without notice for the following reason:

    1. any amount that is or may become owing by you to the Company and vice versa pursuant to this customer term and conditions;

    2. all fines, penalties or other charges incurred by Company as a result of any act of fraud or omission by you;

    3. any amount that transfer into your existing eMoney’s account due to system or human error.

  24. Assignment

    eMoney may, without telling you or obtaining your consent assign or transfer all or any part of its rights and obligations under this agreement to any third party. You agreed to do any act or execute any document as eMoney may direct to affect any assignment or transfer contemplated by this clause.

  25. Governing Law

These Terms and Conditions are governed by the laws of Cambodia.



TERMS AND CONDITIONS FOR NON-WALLET CUSTOMER

  1. Definition

    “eMoney” is a brand name (Trade Mark) of E-MONEY PAYMNET SOLUTIONS PLC.

    “eMoney”, “We” and “Us” means E-MONEY PAYMENT SOLUTIONS PLC.

    “Non-e-Wallet Customer” mean the Customer who use eMoney’s service and product without having eMoney’s wallet or eMoney account.

    “Sender” means a person who wishes/wants to send the money via using eMoney Agent Channel to the person that they want to send.

    “Recipient” means every person who entitles to receive money from the sender by using the eMoney service.

    “Agent” means personnel or an entity registered with and approved by E-MONEY Payment Solutions under the law of Kingdom of Cambodia, who has full functions of undertaking E-MONEY services under Scope of Agent’s operations to Customer (end users);

    “eMoney Services”: refer to the payment services of the Company allowing customers to conduct the financial transactions (including but not limited to money transfer, bill payment, top up,…) on the POS, mobile phones, ATM,….

    “SLA” mean Service Level Agreement define a period of time.

    “Private code” is the secret code send to sender (sender inform to recipient) to withdraw cash from the eMoney agent.

    “Funds management” means activity to manage the private code safety, securely together to ensure the fund to pay for sender or receiver when they’ve a request.

    “Call Centre” means the E-MONEY Customer Care Centre.

    “AML” means anti-money laundering as defined by the National Bank of Cambodia (“NBC”) and the Prakas on Anti-Money Laundering and Combating of Financing Terrorism.

    “CFT” means combating of financial terrorism as defined by the NBC and the Prakas on Anti-Money Laundering and Combating of Financing Terrorism.

  2. What is eMoney Agent Payment Gateway?

    eMoney Agent Payment Gateway refers to POS Terminal Machine and eMoney Agent App that enable all products and services offered by eMoney to proceed the transaction pass through based on the user request. Via this payment channel, it will allow you to be able to carry out eMoney’s products and services such as: remittance, cash in, cash out, bill payment, mobile phone top up,

    remittance, account balance enquiries, and other eMoney’s new products and services that might be updated from time to time.

  3. How Do These Terms and Conditions Apply?

    These Terms and Conditions will be used to govern the operation of the eMoney’s remittance service. It is important for you to read and understand these Terms and Conditions. Please contact eMoney Call Center if you do not understand, or are unsure about any aspect of these Terms and Conditions. Our Call Center contact number: 0236 868 868 or 1568.

  4. When Do These Terms and Conditions Take Effect?

    When you firstly use eMoney’s products and services, you will be required to accept these Terms and Conditions, these Terms and Conditions will represent the official acknowledgment and consent from you.

  5. Authority

    You acknowledged and agreed that the using of the eMoney’s Products and Services as the case may be depending on the transaction in question provides sufficient authority for us to process your transactions. We may act on this authority and will not be liable for any Loss suffered by you resulting from us acting on this authority and we are not required to make further enquiries.

  6. Processing Instructions

    All transactions will be automatically performed and proceeded in order through eMoney’s system. Any transaction proceeds by eMoney Agent through the eMoney Agent Payment Gateway (POS Machine and Agent App) cannot be cancelled, altered or changed by you. Generally, all value transactions made via the eMoney Payment channel done by eMoney Agent will be processed in real time, and will be issued with a receipt or SMS notification to you. You have to responsible for retaining this transaction receipt and SMS notification for future reference.

  7. Fees and Charges

    eMoney Agent may charge fee from you as the facilitated fee when you ask him/her to perform any services that available in eMoney Payment Channel. The fee charge will be based on the fee structure which was set by eMoney as defined in public on web site: www.emoney.com.kh or you can find such fees and charges at eMoney Agent. These fees and charges may include government taxes. You agreed to pay these fees and charges.

  8. Remittance SLA Setting and Funds Management Fee

    In order to provide the good facilitation to you and also to have a good management on eMoney’s remittance service, eMoney has set 3 levels of SLA. These 3 levels of SLA will provide you a suitable long period in performing cash out by your private codes following the below terms:


    1. First SLA has period of 30 days counting from the date of remittance transaction. You could cash out from any eMoney’s agent nationwide.

    2. Second SLA has period of 180 days counting from the date of remittance transaction. For you funds E-MONEY will manage and you cash out by contact to eMoney’s Call Center contact number: 0236 868 868 or 1568.

    3. Third SLA has period over 180 days counting from the date of remittance transaction. For cash out you could contact eMoney’s Call Center contact number: 0236 868 868 or 1568. However, in this case, eMoney will start to charge you for non-wallet cash out remittance as the monthly funds’ management fee. The charging fee is $4 per month for one private code. The time of charging fee will start counting from the following month after the second SLA was over. Applies from 01st June 2022 until further notification.


      Example: You perform remittance transaction of 100 USD on 13 Apr 2020, so you have 3 levels of SLA to perform cash out as below details:


      1. The first SLA will be available from transmit transaction till 12 May 2020 (before 30days), you still can cash out 100USD and

      2. Second level last from 13 May 2020 to 13 Nov 2020 (180days), you still have a chance to cash out full of 100USD, while you need to contact to Call Center.

      3. Third level will start from 14 Nov 2020 up (Over 180days), However, E-MONEY will charge you for funds management for 4$ per/month from Dec 2020.


      eMoney reserve right to change fee above by notices on eMoney website www.emoney.com.kh with 21 days before.

  9. Anti-Money Laundering and Sanctions

    You agreed that eMoney may delay, block or refuse to process any transaction without incurring any liability if eMoney suspects that:


    1. the transaction may breach any law in Cambodia or any other country; or

    2. the transaction may directly or indirectly involve the proceeds of, or be applied for the purposes of, unlawful conduct. You agreed to provide all information to eMoney which eMoney reasonably requires in order to manage money-laundering or terrorism financing risk or to comply with any laws in Cambodia or any other country and you agreed that eMoney may disclose any information concerning you, your transactions and your eMoney Account to the Bank in which your funds are deposited, any law enforcement, regulatory agency or court where required by any such law, in Cambodia or elsewhere. You declare and undertake to eMoney that the acceptance and/or payment of money by eMoney in accordance with your instructions will not breach any laws in Cambodia or any other country.

    3. The transactions that using only one mobile number transfer with many agents must be tracked down by our system; or

    4. The transaction that have many Sender sending to only one Recipient number at the same time or other times.

    5. You agreed to support and provide all information and to eMoney to manage on AML risk and comply with the Cambodia Laws and Regulations that eMoney might be disclose any information concerning and transaction with regulatory, court, where required by any such law, in Cambodia or elsewhere.

    6. You declare and undertake to eMoney that the acceptance and/or payment of money by eMoney in accordance with your instructions will not breach any laws in Cambodia or any other country.

  10. Privacy Policy

Without this Information, eMoney may not be able to provide you with such services.     1. any service provider engaged by eMoney to carry out or assist its functions and activities;

    2. to eMoney’s agents, contractors, advisers and to other persons authorized or required by law to disclose Information to;

    3. to eMoney’s parent company and subsidiaries for internal administrative and operational purposes or to any service providers engaged by them;

    4. the Bank to enable the Bank to hold your funds and carry out its banking operations;

    5. the Bank’s parent company or subsidiaries for internal administrative and operational purposes or to any service providers engaged by them. You authorize these people to have access to your Information to the extent permitted above. eMoney and the Bank may also use your Information to help them plan, research, market and promote their products and services.

  11. Assignment

    eMoney may, without telling you or obtaining your consent assign or transfer all or any part of its rights and obligations under this agreement to any third party. You agreed to do any act or execute any document as eMoney may direct to affect any assignment or transfer contemplated by this clause.

  12. Governing Law

These Terms and Conditions are governed by the laws of Cambodia.
